What to know before you begin
Documents signed by eligible federal officials do not go to a state Secretary of State. The U.S. Department of State's Office of Authentications issues apostilles for Hague Convention countries and authentication certificates for other destinations.
Not every paper mentioning a federal agency is ready. It must be an eligible original or certified copy, include an issue date and show the required signature, printed name, title and seal.
