An FBI background check is a federal document. Its apostille comes from the U.S. Department of State—not the Secretary of State where you live. The FBI places the eligible official signature and watermark on the result; an apostille can then be requested when the receiving country requires one.

Do not notarize the original federal report or order a state apostille. Incorrect preparation may force you to obtain a new report.
